Father, grandmother charged with kidnapping baby

MARIANNA -- A baby was returned to its mother after its father and grandmother broke into a home and took the child Saturday morning, according to Marianna Police.

Joseph Tyler Adkison, 22, and Tammy McLemore, 43, both of Wewahitchka, have been arrested and jailed after Adkison allegedly entered his estranged girlfriend's Marianna home around 9:30 a.m. Saturday and left with their 11-month-old child in a car driven by McLemore, his mother.

When the child's mother tried to stop him and remove the child from the car, Adkison held her in the vehicle and told his mother to drive away. The child's mother was able to escape the car, but McLemore and Adkison left with the child.

Marianna police worked with the Bay and Gulf County Sheriff's Offices to track down the duo. McLemore was arrested on a warrant in Lynn Haven, while Adkison was arrested in Wewahitchka. He is charged with kidnapping, burglary of a dwelling, aggravated stalking, false imprisonment and domestic battery; she is charged with principal to kidnapping and principal to false imprisonment.

The child, who was found with Adkison, was returned to its mother in good health. 


FHP: fatal PCB crash was homicide

PANAMA CITY BEACH -- A woman was killed in a car crash Saturday afternoon and another driver was jailed for homicide, according to the Florida Highway Patrol.

The crash that killed 31-year-old Tara Marie Ashley of Panama City Beach happened around 4 p.m. Saturday at the intersection of

ive and Upas Street. Ashley was a passenger in a 2014 Mercedes driven by Shaun Michael Gaiser.

Ashley and Gaiser were passing through the intersection of Beach and Upas when they were t-boned on the passenger side by a Chevy S-10 driven by 23-year-old Adam Brian Bailey of Hamburg, Ark., who had failed to stop for a stop sign. Gaiser was not injured, and Bailey and his passenger, 28-year-old Roddy Jay Bologh of Brandon, Fla., sustained minor injuries and were taken to Bay Medical Center.

Ashley was also taken to Bay Medical Center, but she did not survive the injuries she sustained in the crash.

The FHP said everyone involved was wearing a seatbelt, and alcohol was not a factor in the wreck.

Bailey was arrested and charged with vehicular homicide after FHP investigators determined he had caused the crash by driving recklessly.

Information on the case against Bailey was not available on the Clerk of Courts' website Sunday evening. It's not clear if he has an attorney or has appeared in court. 

Circuit Court denies murderer’s appeal

WEWAHITCHKA — A Circuit Court judge has denied a convicted murderer’s motion for a new trial.

Random Jackson, 22 at the time he was arrested on the murder charge, was convicted two years later in the slaying of Justin Curcie. Both men hailed from Wewahitchka.

Curcie disappeared from the home he shared with his disabled father in June 2005. His remains — only bones and skull showing a single gunshot wound — were found three months later in a wooded area near Wewahitchka.

Though the remains were believed to Curcie’s, it took seven months for the Florida Department of Law Enforcement to confirm it.

Curcie’s murder remained unsolved for three years until Jackson, who had been a person of interest early in the investigation, according to then-Gulf Sheriff Joe Nugent, was arrested and charged with first-degree murder.

At the time of his arrest in the Curcie case, Jackson was already jailed on drug charges.

He was convicted of first-degree murder in 2010 and sentenced to prison without the possibility of parole.

Jackson filed a motion in December 2012 citing five grounds for post-conviction relief, claiming ineffectiveness of council, and seeking a new trial.

Three of those grounds previously had been denied in circuit court.

Update: Body of missing swimmer found

PANAMA CITY BEACH — The body of a missing man who swam after an untethered boat has been found after a massive search effort, authorities said Monday.

Search and rescue teams found the body of Mark Digesu, 47, of Walton County, on Monday morning in the southwest corner of Lake Powell, according to a Bay County Sheriff’s Office news release. Digesu’s body has been turned over to the medical examiner, but no foul play is suspected.

Digesu was reported missing about 2:30 p.m. Saturday when his girlfriend, Lisa Keller, and her son called 911 after losing sight of him as he swam from the shallows out to his boat. The pontoon boat had been anchored to the flats near Pinnacle Port, but Digesu, Keller and her son realized the boat had detached from the anchor and was floating away, according to law enforcement reports.

Digesu began to swim out to the boat and Keller realized a few minutes later the boat still was drifting but Digesu could not be seen.

Keller told authorities several men on personal watercrafts approached her, asking if she owned the pontoon boat. She said her boyfriend had “gone in after it,” and they told her they had found the boat floating, abandoned, and moored the vessel to a Phillips Inlet Bridge abutment.

Digesu was not on board.

Digesu was adept at numerous facets of water activities and a veteran of the U.S. Coast Guard, according to Bay County Sheriff’s Office reports.

He “knew what he was doing on the water,” Keller told authorities.

Digesu had been the owner of Panama City Beach Offshore Guide Kayaking from 2007 to 2011, spending a large amount of his time on the water, according to his LinkedIn account.

“After kayak fishing for three years straight, I now guide in Hobie adventure island rigs … top of the line and have gone 5 miles offshore,” Digesu wrote.

However, Keller told officials Digesu recently had sustained a leg injury, about which he was complaining. Several friends, including James Tindall, of the Panama City Beach Code Enforcement Department, assisted in search efforts. Tindall said Digesu was a “smoker” and he complained of pain caused by a knee injury.

Multiple agencies also set out on a search by sea and air for Digesu after receiving the call Saturday.

The Bay County Sheriff’s Office Dive Team, the Walton County’s Sheriff’s Office Dive Team, the Panama City Fire Department Dive Team, Bay County Sheriff’s Search and Rescue, Florida State University Underwater Crime Scene Investigation Program, the Florida Fish and Wildlife Conservation Commission and the U.S. Coast Guard all participated in the search.

The search spanned late Saturday and from sun-up to sun-down Sunday before locating Digesu’s body early Monday morning.

Murder suspect charged with exposure

PANAMA CITY — A Panama City man in jail on murder charges is facing additional charges after allegedly exposing his genitalia to a female guard, according to court documents.

Khiry Ross, 24, appeared in court Monday to hear a charge for “exposure of sexual organs,” stemming from an August incident in Bay County Jail. Ross is currently in Walton Work Camp on charges of second-degree murder but was incarcerated in Bay County at the time.

The female guard was making her rounds at about 9:45 a.m. on Aug. 13 in the Confinement Dormitory Pod #4 of the jail. Ross was being held in a cell with a steel grated door.

When the guard approached the cell door, Ross allegedly was standing at the door exposing himself, according to court documents.

Ross was initially arrested in connection to the shooting death of 19-year-old Jshun Smith outside of KJ’s Nighclub in Panama City on June 9. Officers reportedly learned Ross and Smith had been in a confrontation inside the club, and the argument spilled outside where both men pulled a firearm and fired several shots in the parking lot.

Ross is scheduled for a pretrial conference on Sept. 15 for the alleged shooting.

Teen's whereabouts unknown

BONIFAY -- The Holmes County Sheriff’s Office is asking for the public’s assistance in locating a missing juvenile.

Over the weekend, 15-year-old Joseph Mitchell Jackson of Opp, Ala., traveled to Holmes County to visit his girlfriend. They traveled to a school function but Joseph has not returned home.  He has contacted family members; however he refuses to disclose his location.

Anyone with any information regarding Joseph’s location is asked to contact the Holmes County Sheriff’s Office at 850-547-4421 or your local law enforcement agency.

FHP: Driver in fatal crash driving recklessly, witnesses said

PANAMA CITY — Three witnesses saw an Arkansas man speeding through stop signs moments before a collision Saturday afternoon that caused the death of a Panama City Beach woman, according to Florida Highway Patrol reports.

The collision at the intersection of Beach Drive and Upas Street sent the Mercedes-Benz convertible containing 31-year-old Tara Marie Ashley careening about 50 feet before coming to a halt. Shaun Michael Gaiser, the driver of the convertible, said he thought the Chevy S-10 truck that hit them was going about 15 mph over the posted speed limit of 25 but did not see it until the crash Saturday at about 4 p.m., FHP reported.

The Mercedes sustained disabling damage from the t-bone collision to the passenger side. The passenger side door was in the passenger seat when officers arrived. As FHP interviewed witnesses to the wreck, Ashley was rushed to a local hospital where she was pronounced dead.

Both vehicles contained a passenger and a driver. The driver of the Chevy, 23-year-old Adam Brian Bailey, was later charged with vehicular manslaughter. He told officers he was driving about 40 mph west on Beach Drive to meet a girl before the crash, but he didn’t see the stop sign at Upas Street.

However, other drivers and residents near the scene of the collision told officers Bailey was driving recklessly beforehand.

One motorist said the Chevy almost ran her off the road while it turned left onto Beach Drive from Raven Street. Two Beach Drive residents said they saw the truck run the two preceding stop signs before the crash at Upas Street “in excess of three times the posted speed limit,” FHP said.

Gaiser was not injured, and Bailey and his passenger, 28-year-old Roddy Jay Bologh of Brandon, sustained minor injuries and were taken to Bay Medical Center Sacred Heart Health Center.

Bailey had his first appearance before Judge Joe Grammer Monday.

2 charged with drug offenses

PANAMA CITY — Two Panama City residents have been arrested for allegedly possessing trafficking quantities of controlled substances and paraphernalia while in a stolen car, the Panama City Police Department announced Tuesday.

William Brandon Woodard, 33, and Jacqueline Renee Harvison, 31, both of Panama City, were arrested after a traffic stop in the 1800 block of West 23rd Street. Officers were notified the vehicle had been stolen before conducting a search of the car that yielded about $3,000 in methamphetamine, several prescription pills and paraphernalia, officials reported.

Police found more than 30 grams of methamphetamine, with a street value of $3,000, xanax, valium and drug paraphernalia under the front passenger seat, occupied by Harvison, as well as in her purse. Harvison was arrested and charged with trafficking in methamphetamine, possession of prescription pills and possession of drug paraphernalia.

Woodward initially gave officers a false name, due to two active warrants out of the Bay County Sheriff’s Office, and was charged with driving with a suspended or revoked license and giving false information to law enforcement.

They were transported to the Bay County Jail where they will await first appearance. The vehicle was turned over to the BCSO.


State to seek death for murder suspect // documents

PANAMA CITY — Prosecutors in the 14th Judicial Circuit will seek the death penalty for triple-homicide suspect Derrick Ray Thompson, according to court documents.

The State Attorney’s Office filed notices Tuesday saying that, if convicted, they will seek capital punishment for Thompson, who is accused of the July 21 killing of 66-year-old former BCSO officer and businessman Allen Johnson. The state also filed a notice of aggravating circumstances it will have to prove for jurors to levy death upon Thompson, which includes proving the alleged murder was “cold, calculated and premeditated.”

Prosecutors in Santa Rosa County also are exploring the death penalty against Thompson and have recently indicted Thompson for the fatal shootings of Milton residents Steven Zackowski, 60, and Debra Zackowski, 59, on July 19.

However, since the incidents are two separate crimes, the 14th Judicial Circuit’s decision to seek Thompson’s death does not influence the likelihood of Santa Rosa County’s pursuit of capital punishment.

Thompson, a 41-year-old Pensacola resident, was considered a person of interest in the Zackowski slayings when investigators found Johnson in his Lynn Haven home with a single gunshot wound to the back of the head and a spent .380 caliber casing beside his body.

The truck Thompson was believed to be driving following the first killings was found at the scene.

State attorneys are not allowed to discuss an ongoing case. But law enforcement agencies have released evidence that indicated Thompson was motivated by a quest for prescription narcotics and planned to amass a cache following the Zackowski slayings.

Thompson stayed overnight in a Chipley motel where he borrowed a phone from the motel clerk and called Johnson to ask if he could come to his home on Wilson Avenue to borrow money. Before fleeing the state to a Troy, Ala., hunting lodge, Thompson used money and a cellphone he allegedly stole from Johnson to buy numerous prescription narcotics from someone in Panama City, investigators reported.

He then confessed to the three homicides during his capture, investigators said, but has recently pleaded not guilty to the charges.

Thompson is being held without bond in the Bay County Jail but could be transported over county lines for court proceedings in each of the cases.

A trial date has not been set.

Murder suspects plead not guilty

PANAMA CITY — Two suspects pleaded not guilty Tuesday to shooting Tavish Greene multiple times and concealing his body in a car trunk before fleeing the state.

Darryl Mack, 22, and Tyricka Woullard, 20, pleaded not guilty to second-degree murder charges in the slaying of 24-year-old Greene. The two fled the state to Covington, Ga., as police discovered Greene’s body in the trunk of a car behind an abandoned East Eighth Court home on July 24. Police have alleged Greene’s death came at the end of a botched robbery, involving three conspiring parties.

The third suspect who remained behind in Bay County, 22-year-old Dontavis Thomas, has been charged with accessory after fact to homicide but has not filed a plea, according to court records.

Police reports said the three suspects lured Greene to Woullard’s residence at 3710 W. 21st St., where they planned to rob him the morning of July 19. Thomas and Mack allegedly used phone calls and text messages to draw Greene into a trap through Woullard, his ex-girlfriend. The three hid inside, waiting to ambush Greene for money and illegal narcotics; Woullard and Mack then fled to Georgia the day after, police reported.

Greene was discovered in the trunk of his Chevy Malibu five days after the attempted robbery. He was shot multiple times, medical examiners said.

Mack, Woullard and Thomas already had been arrested and charged with conspiracy to commit armed robbery for the alleged scheme. Mack also was charged with possession of a firearm by a felon.

New charges were brought against Mack and Woullard last Thursday of second-degree murder and principal to second-degree murder, respectively. A day before Thomas was charged as an accessory.

The suspects also heard reopened cases for probation violations Tuesday. Woullard is accused of violating her probation from a May 2013 scheme to defraud a bank, charges to which she pleaded no contest. And Thomas allegedly violated his probation from a November 2009 burglary where he stole firearms, in which he also pleaded no contest.

Landlord arrested for threatening tenant

PARKER — Police arrested a 73-year-old shotgun-toting landlord after she threatened a tenant Monday evening, a police report said.

When Parker Police Department arrived about 6 p.m., Barbara Jean Emery, 73, was still holding the 44-year-old tenant Chadwick Peck at gunpoint in her 227 North Lakewood Drive home. After the officers got Emery to step away from the gun, they found she’d turned the safety off and loaded four shells in the Remington 12-guage pump shotgun, with one in the chamber, police reported.

Peck told police when he came home moments earlier, someone had thrown his possessions out of the room he was renting and into the yard. When he walked through an unhinged door connecting the rest of the house, Emery was seated next to a desk in the hallway brandishing the shotgun. Emery told him not to move or she would shoot, the shotgun laying on its side facing him, he said.

Sometime in the standoff Peck was able to call 911.

Emery told police her tenants only pay her for sole use of the room. She admitted to unhinging the door but denied tossing his property into the yard.

Police arrested Emery on aggravated assault by threat with a firearm and false imprisonment.

Man sentenced to prison for animal cruelty

PANAMA CITY — A Panama City man who appeared to be an animal enthusiast was sentenced to more than a year in prison after being charged with 12 counts of animal cruelty, according to court documents.

Scott Allen Watkins, 31, was sentenced to a year and three months in prison Wednesday after pleading no contest to one of the 12 charges of animal cruelty stemming from his March 24 arrest. Watkins had left his apartment in the 3400 block of West 19th Street in Panama City to move in with his wife in Youngstown sometime after January, leaving behind various animals.

In between January and his arrest in March, Watkins failed to care for the animals — including two bulldogs, a Labrador and a pet parrot. Police arrested Watkins after the dogs and parrot were found dead in the apartment.

The additional charges of animal cruelty related to four rats and four snakes Watkins also kept in his home. The snakes and rats were alive but authorities determined they lost a high percent of body weight and suffered from malnutrition.

Watkins had previous misdemeanor charges of keeping and caging venomous reptiles without proper license. He also pleaded no contest Wednesday to dealing in stolen property from Rent-a-Center and was sentenced to serve two years and six months concurrently, which occurred after being arrested for animal cruelty.

$72,000 stolen from couple's bank account

PANAMA CITY — The Bay County Sheriff’s Office is investigating the theft of more than $72,000 from the bank account of a local couple.

Around Aug. 27, the bank account was compromised and account information was used to make counterfeit checks. Between then and Sept. 5, a group of individuals cashed about 11 counterfeit checks in Bay and Jackson counties, and Dothan, Ala., BCSO said.

Counterfeit Ohio and New Jersey driver’s licenses were used to facilitate the transactions.

Security cameras within these financial institutions were able to capture images of the suspects. The suspects are three black females, one Hispanic female and one black male. They appear in their late 20s or early 30s and are believed to be traveling together.

FHP to conduct roadside safety checkpoint

PANAMA CITY — The Florida Highway Patrol will be conducting a Comprehensive Roadside Safety Checkpoint on Sept. 26 from 8 p.m. to midnight.

The checkpoint will be on U.S. 98 east of Martin Luther King Boulevard. There will be about 25 uniformed officers participating, as well as support personnel from the Emerald Coast MADD Chapter.

During the operation, vehicles will be stopped to check for driver impairment. Should impairment be detected, roadside sobriety testing will be performed on-site. Warning devices will be placed in strategic locations for the safety and protection of the public.

Through the use of Roadside Sobriety Safety Checkpoints, FHP hopes to merge public education and enforcement to achieve a reduction in the deaths and injuries associated with impaired drivers.

Man arrested after refusing to stop

PANAMA CITY — Police arrested a Panama City man who tried to evade arrest and discard a controlled substance, officials announced Wednesday.

The Panama City Police Department arrested Kendreck M. Jenkins, 34, after attempting to conduct a traffic stop near the intersection of West 11th Street and Wood Avenue for an equipment violation. Jenkins traveled several blocks before stopping.

Once stopped, Investigators attempted to make contact with Jenkins who then fled at a high rate of speed. Investigators pursued Jenkins to his residence in the 1300 block of Gulf Avenue. Officers saw Jenkins throw a clear plastic baggie into another vehicle parked in the driveway as he fled on foot into the residence. Police ordered him several times to come out of the residence before Jenkins finally complied and was taken into custody, PCPD said.

Officers retrieved the baggie from the vehicle where Jenkins had thrown it and it contained 3 grams of marijuana.

Jenkins was arrested and transported to the Bay County Jail, charged with fleeing or eluding a law enforcement officer, possession of marijuana less than 20 grams, possession of paraphernalia, tampering with evidence and driving while license suspended or revoked.


6 Department of Corrections staff members arrested, fired

GREENHEAD — Six Department of Corrections (DOC) employees were arrested, charged and fired at the Northwest Florida Reception Center, according to a news release.

Five members of the staff — Sgt. William Finch, Sgt. James Perkins, Sgt. Robert Miller, Sgt. Christopher Christmas and Sgt. Dalton Riley — were arrested by the Office of Inspector General on charges of felony battery of an inmate, according to the DOC release. A sixth staff member, Capt. James Kirkland, was arrested and faces an additional charge of official misconduct.

All six have been fired, DOC reported.

Suspects in bank theft identified

MARIANNA -- Arrest warrants have been issued for five suspects who are believed responsible for the theft of about $72,000 from the bank account of a Bay Countyl couple.

The five suspects were captured on security video at different financial institutions in Bay and Jackson counties and Dothan, Alabama, using counterfeit checks and counterfeit driver’s licenses to steal the money.

The Jackson County Sheriff’s Office contacted the BCSO Friday with additional information on the five suspects. A Jackson County deputy, entering a restaurant in Jackson County on Friday, Sept. 5, had been approached by an employee of the restaurant. The employee reported a group of individuals he said were acting suspiciously and were still in the parking lot of the restaurant.

The Jackson County deputy approached the vehicle, which attempted to drive away. The deputy was able to detain the five individuals in the car. One of the suspects, a male, opened the car door and ran off, holding a bag under his arm. He was identified as Eric Hilliard. The deputy identified the four remaining suspects, took photos, and found $9,000 in cash in the vehicle. Unaware of the theft, the deputy let them go.

The information gathered by the Jackson County deputy was sent to the BCSO. Pictures of the four suspects matched those captured on security cameras using counterfeit checks to steal money, with one female suspect wearing the exact same outfit.

Warrants have been obtained for Cinnamon Diaz, 45, of Marietta, Ga., Jammie Tutt, 31, of Decatur, Ga., Markus Riggins, 27, of Lithonia, Ga., and Asia Watson, age 26, of Lawrenceville, Ga. Each face charges of uttering a forged instrument and grand theft.

Police: Teen injured protecting mother

PANAMA CITY — Police have arrested a Callaway man they saw beating a juvenile after he allegedly threatened to slit the throat of the teen’s mother, officials said Thursday.

When Panama City Police arrived Wednesday at 10:15 a.m. to a wooded area near Bay Medical Sacred Heart Health Center, bystanders directed them to a ditch on the east side of Palo Alto Avenue below Sixth Street.

The woman was in hysterics, screaming: “He’s beating my son.”

About 40 feet across the murky, water-filled ditch, the officers said they could see 41-year-old Christopher Michael Milwicz Sr. standing over a younger man, hitting and kicking him. As police forged the ditch, ordering the man to stop, Milwicz rubbed dirt in the young man’s face before turning to run off into the woods, according to police reports.

Police ran Milwicz down after a 30-yard foot race and two stun gun jolts to arrest him.

It was the second day police were called to the hospital area about Milwicz, but the first day he eluded capture.

Officers were called to Bay Medical by Milwicz’s ex-girlfriend, who told them Milwicz had made several threats to kill her over the phone and through text messages. Milwicz, the ex-girlfriend and her son lived together for about two years but had ongoing domestic issues. While officers were taking the mother’s statements, Milwicz called the woman. Officers could overhear Milwicz threaten to “slit her throat” over the phone, police reported.

Though his vehicle was spotted in the area and towed from a nearby gas station, police were unable to find Milwicz but obtained a warrant for him for aggravated assault.

The next day, Milwicz confronted the mother and son near the hospital, and the skirmish ensued.

The 17-year-old told officers Milwicz was aggressively approaching his mother, so he attempted to protect her by grasping Milwicz in a “bear hug.” Milwicz broke the attempted restraint and slammed the juvenile to the ground before hitting him multiple times on his face and chest, according to a PCPD news release.

Onlookers called police, who arrested Milwicz and sent the juvenile to the hospital, covered in dirt, with several cuts, scratches and bruises on his body.

Milwicz was transported to the Bay County Jail, charged with domestic battery, child abuse, aggravated assault, harassing phone calls and resisting a law enforcement officer with violence. The juvenile was treated and released from Bay Med.

It’s unclear whether the teen’s mother works or was a patient at Bay Med.

4 juveniles arrested in burglary

PANAMA CITY — Four juveniles have been arrested in connection to two burglaries at the same Panama City Beach home.

Bay County Sheriff’s Office deputies arrived at a vacation home on the west end of Panama City Beach after a Aug. 29 call. A neighbor noticed two bicycles in the backyard of the same vacation home. Knowing the home had been broken into in June, the neighbor was concerned it might happen again, officials reported.

BCSO found Travis A. Nodaros, 15, and Tylor C. Auton, 16, inside the home. Nodaros and Auton said they had stolen the bicycles, ridden to the empty home and broken in through a window. Both also stated they had been in the home in June during the first break-in but only watched while three other juveniles trashed the interior.

BCSO first visited the vacation home in June after the owner had come for a visit and discovered the inside of the home almost completely trashed. Furniture and dishes were destroyed, food had been dumped on the floor and condiments sprayed on the walls. The chandelier had been ripped from the ceiling and holes made in the walls.

Nodaros and Auton were charged with burglary of a dwelling and criminal mischief over a $1,000.

BCSO investigators made contact at a local high school with two of the three other juveniles allegedly involved. Tanner Auton, 16, and Tristan Duncan, 15, were arrested and also charged with burglary of a dwelling and criminal mischief over a $1,000.

Man fined for pimping ex-girlfriend on Facebook

PANAMA CITY — A Panama City man has pleaded to pay a fine after offering his unwitting ex-girlfriend up for sexual acts on social media, according to court documents.

Police said the Facebook post Jovan Di’Angelo Keys, 30, created of his ex-girlfriend laying asleep and unclothed on their bed was without her knowledge or consent, and the offer to secure sexual acts in trade for money was against state prostitution laws. Keys was arrested in July and charged with “pimping an indecent act.”

The post, in less explicit terms, said the girlfriend was for sale “if anybody need a nasty one…,” and to message Keys “if u serious bout da inquire,” according to arrest records.

The picture posted along with his offer also disclosed the face of the ex-girlfriend. Keys was fined $500 in total for the post.
